 Title: Executive Director Greater Southeast Management District

Reports to: Board of Directors and for the Greater Southeast Management District (the District)

Description Summary: The Executive Director’s primary responsibility is to communicate and advocate the needs of the District while effectively implementing its “Service and Improvement and Assessment Plan 2008-2018” (Service Plan). The Executive Director reports to the Board of Directors (the Board), consisting of commercial property owners, tenants, and other key stakeholders from this district.




Duties

 Service Plan Implementation and Management

  • Implements and manages the District’s “Service and Improvement and Assessment Plan 2008-2018”. Services implemented and managed include: enhanced public safety; visual improvements and beautification services; local mobility improvements; business and economic development, marketing and perception enhancement; and district administration; and

  • Assists the Board with annual evaluations and revisions of the plan, where appropriate.

 

Fiscal and Fund Development

  • Prepares the annual budget for Board review and approval

  • Provides the Board with complete, accurate and timely monthly, quarterly, annual and special financial reports (e.g. efficiency/effectiveness of the District financed projects)

  • Works closely with the tax assessor-collector: 1) to document changes in uses and ownership of property within the District; 2) to update assessment rolls; 3) to prepare assessment billings; and 4) to manage payment and delinquencies

  • Assures proper accounting for all public and private funds received by The District

  • Raises and/or leverages the District’s funds to support projects that represent priority needs not funded by the annual budget

  • Manages and implements other fiscal policies as they relate to accounting, investments, insurance, payroll, etc.

 

Communications and community relations

  • Develops a public relations plan and program promoting a positive image of The District;

  • Serves as the official spokesperson and media representative for the District;

  • Coordinates public meetings to better inform businesses, property owners and residents of how the District is addressing crime, safety, economic development opportunities, transportation and other quality of life improvements for the district; and

  • Acts as liaison between the District, government, non-profits, and others.

 

Administrative

  • Provides comprehensive staff support to the Board to ensure that the District’s administration, projects, and programs are implemented effectively and efficiently;

  • Oversees the administrative office operations (personnel, finance, facilities, etc.) providing accurate and timely reporting to the Board and other appropriate entities (e.g. City, Regional, State);

  • Ensures compliance with all laws applicable to the operations of “management districts” in the State of Texas;

  • Negotiates and manages contracts, including the monitoring of the work performance of contractors and consultants hired by the District; and

  • Other duties as assigned

 

 

Education and Experiences Required

 

  • Minimum: BA or BS Degree in Public Administration or related field from an accredited College or University. Preferred: Masters in Public Administration, Urban or Regional Planning or related field.

  • Minimum: Two (2) years experience in an administrative or management position in urban planning, commercial development, property management, municipal finance, or other related field. Preferred: Post Masters degree plus three-five (3-5) years experience.

  • Minimum: Two years (2) experience in staffing a Board of Directors and related standing committees within a public or non-profit organization. Preferred: Three to five (3-5) years experience.

Special Skills, Knowledge, and Abilities Preferred

 

  • Background in making presentations to public/private sector audiences;

  • Background in marketing and communications; and

  • Ability to manage multiple and complex projects simultaneously.
